It was good to meet with you and your officials on Thursday. I thought it would be helpful if I dropped you a line to clarify a couple of issues that were raised at the meeting.
Firstly, use of the Windows OS. Although new instances of Windows are obviously banned, you raised the important point of the fairly-geeky wishing to reinstall their existing operating systems. I undersatnd that your sub-minions have been in discussion with mine for some months on this point. We are firmly committed to the Government's overall target of reducing Windows installations, with a view to completely ending the use of Windows in the UK by 2010. Nevertheless, I quite understand your point that Windows users find they have to reinstall their operating system frequently. Therefore I am content for this practice to continue for the time being. Your sub-minions have assured mine that you will monitor the situation and report regularly to ensure reinstallations are not becoming excessive.
However, you went on to raise the issue of transferring operating systems between machines. As this is not allowed under the Windows EULA for most copies of Windows, and, moreover, raises the risk that this could be used as a means of installing Windows on illegal new computers, I cannot agree at this time. You suggested it might be helpful to remit this point to the Supreme Dictator for his decision.

"13. SOFTWARE TRANSFER. Internal. You may move the Software
to a different Workstation Computer. After the transfer,
you must completely remove the Software from the former
Workstation Computer. Transfer to Third Party. The
initial user of the Software may make a one-time
permanent transfer of this EULA and Software to another
end user, provided the initial user retains no copies of
the Software. This transfer must include all of the
Software (including all component parts, the media and
printed materials, any upgrades, this EULA, and, if
applicable, the Certificate of Authenticity). The
transfer may not be an indirect transfer, such as a
consignment. Prior to the transfer, the end user
receiving the Software must agree to all the EULA terms."
So, if one assumes that "most" installations of Windows are not XP, you may be correct.
However, given that XP has been the only version available for sale since October 2001, this seems unlikely. (Well, OK... I think Windows 2000 has also been available for some large customers.)
