And it looks like it was Level(3), as I can now get from our Level(3) network to Cogent, with a traceroute that goes direct between Level(3) and Cogent without going through a third-party transit provider. At the moment, the route from Islington to Docklands is going via Washington DC, but I dare say that they will sort that out.
