No, cap-and-trade is a bad way to do it, because we have no good way to determine what the optimal cap should be, and because it doesn't give business enough certainty about the long-term carbon price to facilitate investment decisions. We need a fixed price and floating emission levels, not fixed emissions and a floating price.
